Why is it that folks in Penn Quarter are so confused about where Penn Quarter is located? The name Penn Quarter was made up for the section of downtown centered along the revitalized 7th Street corridor, from Pennsylvania Avenue to F Street. The area extends west to 9th Street and east to 5th. That’s it – Penn Quarter is a neighborhood within downtown, not the whole downtown, and it doesn’t include Gallery Place, Chinatown, or Metro Center!
