may-day-1929The story behind the picture, according to the Washington Post (May 1, 1929, p. 24):

May day, which for the past five years has also been child health day, will be fittingly observed in the National Capital today, with Mrs. Herbert Hoover taking a prominent part in the program.

Early this morning a committee of five little children, three girls and two boys, will present the First Lady of the land with a basket of flowers, pursuant to the custom inaugurated five years ago, when May day was first designated as child health day. President Hoover at that time was elected first president of the American Child Health Association of which he still is president.

The custom of having the children present the flowers to Mrs. Hoover is and improvement over the old English practice of hanging the May basket on the door knob and leaving it to be discovered later by the recipient.
